Housing
programs include the HOME Rehabilitation
Program, Homeownership Acquisition
and Rehabilitation Program (HARP), and Comprehensive Housing Counseling. The purpose of the HOME Rehabilitation Program is to bring substandard housing, currently
owned and occupied by low to moderate income families, to housing code
standards. This enables the families to have a healthy, safe and secure
living environment. Areas of rehabilitation may include electrical, plumbing,
and heating. The Homeownership Acquisition and Rehabilitation Program
(HARP) is designed to assist
low-income households with stable income and credit achieve their goal of
homeownership. It is a cooperative program between the ND Housing Finance
Agency and the ND Community Action Agencies. The goals are to increase
homeownership opportunities for low-income households, provide education and
counseling to prepare them for homeownership and improve neighborhoods by
rehabilitating distressed properties. Comprehensive Housing Counseling provides housing
counseling services to homeowners, homebuyers, and renters. It assists
individuals and families in improving housing conditions and meeting
responsibilities of home-ownership and tenancy. Housing needs are achieved
through providing general information, advice, and assistance in obtaining
and maintaining adequate housing. |
